Introduction to The Character of the Shepherd and the Shepherdess

Islam has laid down a clear and comprehensive approach to the relationship between the shepherd and the flock, and scholars have discussed in books on Islamic politics what relates to this relationship and the duties and rights of both parties in a way that shows that Islam has its own system as a way of life; politically, with regard to the relationship between the imam and his flock of citizens, Islamic history has not known a specific Islamic system of government. Islam, the final divine law, did not come with a specific system to be imposed on Muslims at every time and place, but rather with general principles that are suitable for every time and place, without dealing with details, methods and details that by their nature develop and change according to the changing circumstances of time and place, so that every nation takes into account what suits its situation and its interests.

Consequently, with regard to the theory of the state, Islam has not legislated a political system that does not accept change or alteration, and Islam has not entered into details with absolute final values, but has only laid down the general principles and overall rules on which this theory should be based, so that the Islamic theory of the state (with regard to parts and details), like all other Islamic political theories, is subject to change, alteration and addition, and its formulas are neither final nor definitive, nor are they set in a rigid mould. Those who assume a rift between Islam and all these modern ideas do not understand the truth of Islam, nor do they read the history of the Prophet (peace be upon him) and his honourable companions (may Allah be pleased with them) in a correct or fair manner. This is why the state in Islam has its own distinctive characteristics, and the system of government in Islam has its own foundations such as servitude to God, justice, shura and its obligation, equality, obedience to the ruler, the obligation to advise the ruler, the responsibility of the ruler or patron and his subjection to the control of the judiciary and the nation, the political unity of the nation, the guarantee of rights and duties, and freedom; these foundations are the core of the Islamic system and the most expressive of its specificity; I have tried as much as possible to address this in my book.

Finally: I hope that my work will be purely for the sake of Allah Almighty, and that He will reward me for every letter I have written and make it in the balance of my good deeds, and that He will reward my brothers who helped me with everything they had in order to complete this book.
