\u0130slam, y\u00f6netici ile tebaas\u0131 aras\u0131ndaki ili\u015fkiye a\u00e7\u0131k ve kapsaml\u0131 bir yakla\u015f\u0131m getirmi\u015ftir. \u00c2limler, her bir taraf\u0131n g\u00f6rev ve haklar\u0131 da dahil olmak \u00fczere \u0130slam siyaseti \u00fczerine yaz\u0131lm\u0131\u015f kitaplarda bu ili\u015fkiyi ele alm\u0131\u015f ve \u0130slam'\u0131n kendine \u00f6zg\u00fc bir ya\u015fam bi\u00e7imi sistemine sahip oldu\u011funu g\u00f6stermi\u015ftir. Siyasal a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda, y\u00f6netici ile tebaas\u0131 aras\u0131ndaki ili\u015fkiye bak\u0131ld\u0131\u011f\u0131nda, \u0130slam tarihi belirli bir \u0130slami y\u00f6netim sistemi tan\u0131mam\u0131\u015ft\u0131r. Son ilahi yasa olan \u0130slam, her zaman ve her mek\u00e2nda M\u00fcsl\u00fcmanlara dayat\u0131lacak belirli bir sistem kurmam\u0131\u015ft\u0131r. \u0130slam ve medeni devlet, \u0130slam ve vatanda\u015fl\u0131k, \u0130slam ve fikir ve inan\u00e7 \u00f6zg\u00fcrl\u00fc\u011f\u00fc hakk\u0131nda konu\u015fmak aras\u0131nda hi\u00e7bir kopukluk yoktur. \u0130slam ile t\u00fcm bu modern d\u00fc\u015f\u00fcnceler aras\u0131nda bir u\u00e7urum oldu\u011funu varsayan ki\u015filer, \u0130slam'\u0131n ger\u00e7ek mahiyetini anlamam\u0131\u015f, Hz. Peygamber (s.a.v.) ve ashab\u0131n\u0131n (r.a.) tarihini do\u011fru ve adil bir \u015fekilde okumam\u0131\u015flard\u0131r. Bu nedenle \u0130slam'daki devletin kendine \u00f6zg\u00fc \u00f6zellikleri vard\u0131r, t\u0131pk\u0131 \u0130slam'daki y\u00f6netim sisteminin kendine \u00f6zg\u00fc temelleri olmas\u0131 gibi: Allah'a kulluk, adalet, isti\u015fare ve bunun zorunlulu\u011fu, e\u015fitlik, y\u00f6neticilere itaat, y\u00f6neticilere nasihat etme zorunlulu\u011fu, y\u00f6neticinin veya \u00e7oban\u0131n sorumlulu\u011fu ve yarg\u0131 ve milletin g\u00f6zetimine tabi olmas\u0131, milletin siyasi birli\u011fi, hak ve g\u00f6revlerin g\u00fcvence alt\u0131na al\u0131nmas\u0131 ve \u00f6zg\u00fcrl\u00fck. Bu temeller, \u0130slam sisteminin \u00f6z\u00fcn\u00fc ve onun benzersizli\u011fini en \u00e7ok ifade eden temelleri temsil eder.
