Islami, ligji p\u00ebrfundimtar hyjnor, nuk krijoi nj\u00eb sistem specifik q\u00eb do t&#039;u imponohej mysliman\u00ebve n\u00eb t\u00eb gjitha koh\u00ebrat dhe vendet. P\u00ebrkundrazi, ai krijoi parime t\u00eb p\u00ebrgjithshme t\u00eb p\u00ebrshtatshme p\u00ebr t\u00eb gjitha koh\u00ebrat dhe vendet, pa u thelluar n\u00eb detaje, metoda dhe ve\u00e7ori q\u00eb, nga natyra e tyre, evoluojn\u00eb dhe ndryshojn\u00eb me rrethanat n\u00eb ndryshim t\u00eb koh\u00ebs dhe vendit, n\u00eb m\u00ebnyr\u00eb q\u00eb \u00e7do komb t\u00eb mund t\u00eb marr\u00eb parasysh at\u00eb q\u00eb i p\u00ebrshtatet rrethanave t\u00eb tij dhe at\u00eb q\u00eb k\u00ebrkojn\u00eb interesat e tij.<\/h1>\n<h1 style=\"text-align: center;\">Prandaj, n\u00eb lidhje me teorin\u00eb e shtetit, Islami nuk ligj\u00ebroi nj\u00eb sistem politik q\u00eb nuk i n\u00ebnshtrohet ndryshimit ose ndryshimit, as nuk u thellua n\u00eb detaje me vlera absolute dhe p\u00ebrfundimtare. P\u00ebrkundrazi, ai thjesht vendosi parimet e p\u00ebrgjithshme dhe rregullat gjith\u00ebp\u00ebrfshir\u00ebse mbi t\u00eb cilat duhet t\u00eb bazohet kjo teori. Teoria islame e shtetit (n\u00eb lidhje me detajet dhe ve\u00e7orit\u00eb), si t\u00eb gjitha teorit\u00eb e tjera politike islame, i n\u00ebnshtrohet ndryshimit, ndryshimit dhe shtimit. Formulimet e saj nuk jan\u00eb as p\u00ebrfundimtare dhe as absolute, as nuk jan\u00eb t\u00eb vendosura n\u00eb nj\u00eb form\u00eb t\u00eb ngurt\u00eb. Islami lejon zhvillimin dhe modifikimin e teorive politike, t\u00eb cilat dijetar\u00ebt mysliman\u00eb jan\u00eb p\u00ebrpjekur t&#039;i formulojn\u00eb n\u00eb p\u00ebrputhje me k\u00ebrkesat e epok\u00ebs dhe rrethanat e koh\u00ebs dhe vendit.<\/h1>\n<h1 style=\"text-align: center;\">Nuk ka asnj\u00eb lloj \u00e7arjeje midis t\u00eb folurit p\u00ebr Islamin dhe shtetin civil, ose p\u00ebr Islamin dhe qytetarin\u00eb, ose p\u00ebr Islamin dhe lirin\u00eb e mendimit dhe besimit. Ata q\u00eb supozojn\u00eb nj\u00eb \u00e7arje midis Islamit dhe t\u00eb gjitha k\u00ebtyre ideve moderne nuk e kuptojn\u00eb vet\u00eb natyr\u00ebn e v\u00ebrtet\u00eb t\u00eb Islamit, as nuk e lexojn\u00eb historin\u00eb e Profetit (paqja dhe bekimet qofshin mbi t\u00eb) dhe Shok\u00ebve t\u00eb tij fisnik\u00eb (Allahu qoft\u00eb i k\u00ebnaqur me ta) n\u00eb m\u00ebnyr\u00eb korrekte ose t\u00eb drejt\u00eb. Kjo \u00ebsht\u00eb arsyeja pse shteti n\u00eb Islam ka karakteristikat e veta dalluese, ashtu si sistemi i qeverisjes n\u00eb Islam ka themelet e veta: n\u00ebnshtrimin ndaj Zotit, drejt\u00ebsin\u00eb, konsultimin dhe detyrimin e tij, barazin\u00eb, bindjen ndaj atyre n\u00eb pushtet, detyrimin p\u00ebr t\u00eb k\u00ebshilluar ata n\u00eb pushtet, p\u00ebrgjegj\u00ebsin\u00eb e sundimtarit ose bariut dhe n\u00ebnshtrimin e tij ndaj mbik\u00ebqyrjes s\u00eb gjyq\u00ebsorit dhe kombit, unitetin politik t\u00eb kombit, garancin\u00eb e t\u00eb drejtave dhe detyrave dhe lirin\u00eb. K\u00ebto themele p\u00ebrfaq\u00ebsojn\u00eb thelbin e sistemit islam dhe themelet q\u00eb shprehin m\u00eb s\u00eb miri ve\u00e7antin\u00eb e tij.
