Omar ibn al-Khattab asked one of his governors: What do you do if people come to you with a thief or a robber?
The governor said: I will cut off his hand.
Omar ibn al-Khattab said: “If any of your subjects comes to me hungry or unemployed, I will cut off your hand. God has appointed us as His successors to fill their hunger, cover their nakedness, and provide them with their crafts. If we fulfill that for them, we will demand their thanks. These hands were created to work, so if they do not find work in obedience, they will seek work in disobedience. So occupy them with obedience before they occupy you with disobedience.”
